I think you can cover the entire facility in 2 hours. It depends on the level of interest, and the age of the group. The 1st floor, in my opinion, is the best part. The interactive immigration booths are really a novel idea. If you have the time, get the combo ticket for the Flood Museum. The movie that is shown, is really quite remarkable.
