Check their website. With the pandemic going on its hard to say. Most likely you will have to make a reservation to go in advance. All this is on the website.

No - There are stairs to get to the second floor and no elevator. A person in a wheelchair or someone who has difficulty walking would have problems viewing the house.

The Mary Todd Lincoln House is a private, non-profit museum. It is listed as a site on the National Register of Historic Places but is not a part of the National Park Service.
