Good question, I don't have a dog, but I'm pretty sure I saw a hiker with an unleashed dog. He could have been breaking the rules. :) There were several signs before you get on the trail, I bet one of those had the answer. If not, I guess if it is a good dog, it is easier to ask for forgiveness latter than it is to ask for permission.
Diregard my last answer. You can fish there. I remember the fishing acess at one of the ponds. Not sure about other ponds. There is also fishing at the Kitty Hawk parks juat north of there.
