There is no in-game explanation that says cutting the stems permanently stops the grass from growing. Weeds seem to function differently and do grow back even if the stems are cut. I had a friend that cut the stems off every blade of grass he cut for the fiber along with being convinced that it won't grow back if the stem stays.

Oct 4, 2022 · I have seen grass regrow inside a built structure, if the stump was left.. though that was a few versions back. I'll also note that grass seed is available all over the upper grasslands, and can be planted in a planter to grow grass. No idea if there are stem seeds anywhere, but I never found any.

The Central Grasslands is located in the center of the backyard and is easily identified by its large grass forests and many terrain features. The area stretches very far, being the largest biome in the game. The center of the biome is reasonably safe, with no dangerous creatures being present upon first sight, but some may wander in after a while.
